Hey! Actually, you have several options. You can head down to a mac counter (they can be found at macy's and in nordstrom's; plus a few other stores), you can also check out any sephora. They may or may not carry mac, but they do carry other high end make-up brands and palettes. Another option (and one of my favorites so far) is to visit the CCO, or cosmetics company outlet store. Not all states have them, but they are amazing. They care MAC products at discounted rates (i.e. I got a 6 shadow palette for $25). The only problem is that they don't carry the new items, they carry extras that are shipped out of the older palettes or the constant colors. Your last option would be online. As for the palette colors, it depends on what you prefer. Out of their new collections, the too dolly quad has some great fun colors and the lucky tom palette is more neutral. Their brand new collection (sugar something?) is nothing too terribly special because most of the colors have dupes in the regular line. I have the royal assets cool palette, which I love. I also have the too dolly quad, which I adore. If you want a non-MAC option, urban decay has a great palette out. It's called shadow something and has 16 colors in it. They all have great payoff and blend really well. I think last I looked it was around $50.
Usually MAC doesn't sell actual palettes. They sell duos (2 eyeshadows) trios (3 eyeshadows) and quads (4 shadows) from time to time, depending on the current collection.
If you want an actual 15 pan palette, MAC only sells empty ones. You'll have to de-pot all of your individual MAC shadows to get them to fit in there.
If you're looking for some really great quality makeup, coastalscents.com has some really terrific palettes. Their 88 palette has tons of colors, and it costs less than buying 2 MAC shadows.

i can't really name a specific one right now, but i would go for neutral colors like browns, blacks, greys and cremes just to start
then buy individual colors to build later on
the first two i ever bought were carbon (flat black) and vanilla pigment
you could do an entire look with just those two things and they are really great
