Gorgeous dress, its really simple so you could have fun with your makeup and shoes. Since it's casual, though, I don't suggest heels unless you know other people are wearing them. If its summer, sexy black sandals are your best bet.

If you are going for impact with your eyes, keep your lips simple. A sheer gloss would be pretty or a matte natural shade would work too.

That's pretty. Make up? Nothing much, quite natural - I assume you're quite young, so too much make up wouldn't do you justice anyway. Evening - Darkish bright red lipstick and something appropriate round your eyes - depending on your complexion, eye colour, etc, etc.
Strappy summer sandals with highish heels, painted toe and finger nails - again, darkish red. Just a little necklace, something discreet - and there you are!
